Baltimore elections board has received 43% of mailed ballots so far, begins counting after delays

The election board has received about 130,700 Democratic ballots as of Friday, according to figures released by the state. That’s roughly 43% of those sent to the city’s 300,000 eligible, registered Democratic voters.
